For what it's worth, the Red dot and C sprayed on the sides actually means something. These cars are loaded with "Clinker" which is powdered cement pre-product. When the cooked slurry mixture comes out of the kiln, it's in a ball form, and that's your clinker. From there its ground up into powdered cement. The Union Bridge plant has been sending Clinker to Mason City, IA and Alsen, NY recently, but other locations do happen. Sometimes they go to Ball Ground, KY or Glens Falls, NY as two other examples.

General
Lehigh Cement has a facility in York, PA. It is located just east of the York Rail Company's yard along Market Street. This car was placed on the siding by a west bound CSX train, but was picked up by York Rail and moved east.
